Cape Coral Concrete and the City's Driveway Rules

Cape Coral has its own detailed rules for driveways, and anyone hiring concrete contractors in Cape Coral should know them before the first form board goes down. The city's Stormwater Division reviews residential driveways, and an inspector decides the driveway configuration at a stake-out inspection, including whether a swale drive needs a culvert. We pour driveways, pool decks, patios, walks and slabs across the northern end of Cape Coral, the part closest to Charlotte County, and we build to the city's packet so the job passes each inspection.

What the city's driveway packet requires

Cape Coral's driveway application packet lays out the numbers. Every driveway must be at least 9 feet wide. At the right-of-way, the maximum is 20 feet for a carport or one-car garage, 27 feet for a two-car garage and 36 feet for a three-car garage. Drives must be at least 6 feet from the side property line, and impervious area cannot exceed 60 percent of the lot. A driveway addition must be concrete or pavers. Inspections run in order: initial cut sheet, form and base check, culvert final if there is one, driveway final and swale stabilization. Applications go through the city's online portal, and the packet notes that a Notice of Commencement is required when the job is worth $2,500 or more.

A canal city from the ground up

Brothers Leonard and Jack Rosen bought a 103-square-mile tract in 1957, development began in 1958 under the Gulf American Land Corporation, and the city incorporated on August 18, 1970. Wikipedia says Cape Coral now has more than 400 miles of canals. Many lots back onto one of them, and back yards slope toward the seawall. We grade pool decks and patios so water runs to the yard or a drain, not toward the house or straight at the wall.

Rain, sun and growth

Cape Coral gets roughly 53 to 56 inches of rain a year, most of it from June through September, and the city grew from 154,309 people in 2010 to 194,016 in 2020, the largest city between Tampa and Miami. New homes keep going up on lots that sat empty for years. For us that means a steady mix of new pool decks and wider driveways on new builds, and replacements on homes from the 1970s and 1980s. We pour early in the day in summer and keep slabs damp while they cure so the surface does not dry out too fast.

Hurricane Ian made landfall nearby on September 28, 2022, and caused major damage across the city. Many driveways were cracked by debris removal and rebuilding afterward.

Wildlife buffers

Cape Coral is home to Florida's largest population of burrowing owls, and the driveway packet requires a signed burrowing owl and gopher tortoise affidavit. It sets a 33-foot buffer around owl burrows during nesting season, February 15 to July 10, and 10 feet the rest of the year, plus 25 feet around tortoise burrows year-round. If there is a marked burrow near your swale, we plan the work and the schedule around it.

Cape Coral Questions

How wide can my driveway be in Cape Coral?

The city's packet sets a 9-foot minimum. At the right-of-way the maximum is 20 feet for a one-car garage or carport, 27 feet for two cars and 36 feet for three, with a 6-foot side setback.

Will I need a culvert when I replace my swale driveway?

Possibly. The Stormwater inspector decides at the stake-out inspection, and the city says a culvert may be required when a swale drive is replaced. We plan for both until that inspection.

Can I put pavers on top of my old concrete driveway?

Not regular pavers. The city packet says standard 2-3/4 inch pavers cannot go over existing concrete; the old drive must be removed and a lime rock and sand base installed. If you want concrete instead, we tear out and pour new.
